William (Bill) L. Skees, Jr. is the Chair of the Public Finance Section at Frost Brown Todd. His practice entails acting as bond counsel, underwriter's counsel, issuer's counsel, letter of credit bank counsel and company counsel in the full spectrum of both taxable and tax-exempt bonds. Mr. Skees has extensive experience in working in industrial revenue bonds for both manufacturing, solid waste and non-profit corporations, multi-family housing and single family housing bonds, health care (including senior living, hospitals, rehabilitation, etc.). Mr. Skees has acted as bond counsel in hundreds of bonds throughout his 28 year tenure in Kentucky at Frost Brown Todd.
Mr. Skees specializes in "bank qualified" bonds for not-for-profit entities and schools and other governmental small issuers. A large share of his practice includes tax and other business incentives offered by federal, state and local governments including the various state tax incentive programs under Kentucky law (KIDA, KJDA, etc.) and other local tax incentives. He is a frequent speaker on the subject of tax and other business incentives having spoken on that issue before the Kentucky Bar Association, the Kentucky League of Cities, Kentucky Association of Economic Development, One Southern Indiana, the Federal Reserve Bank of St. Louis, and the Kentucky Association of Certified Public Accountants.
He has authored numerous articles on the subject of tax incentives including a compilation available in disk form of business incentives currently being offered in Kentucky. Mr. Skees' practice also extends throughout the Mid-South and Mid-West having acted as bond, underwriter's or other counsel throughout the Mid-South and Mid-West. Mr. Skees is licensed in both Kentucky and Indiana and a large portion of his practice is concentrated in Southern Indiana. He has authored numerous articles published in the Indiana Law Journal, the Kentucky Banker, the Public Finance Journal and is a frequent contributor to Business First primarily in the area of incentives. His works include "Coming to Kentucky . . . Don't Forget to Ask," "Incentives: the Kentucky Advantage," "Cyberspace - Downtown Space," and New Markets Tax Credit: A Major Investment Tool." Mr. Skees was a co-author of "Public Finance Settlements and Negotiations: Leading Lawyers on Establishing Financial Covenants, Negotiating Mortgages, and Outlining Bottom-Line Goals" by Aspatore Books, 2006.
