Details on a proposed sports entertainment complex at the state fairgrounds in Louisville remain scant, but a few experts on Kentucky's new public-private partnership model have weighed in on what the deal could look like.
C. Michael Shull, a Louisville attorney who specializes in construction and public-private partnerships with Frost Brown Todd LLC, said he expects significant interest from developers across the country. But he expects those prospective partners will ask for an extension of the Oct. 3 proposal deadline so they can complete feasibility studies for their plans.
