Thad is an associate in the Columbus office practicing in the Government Services Practice Group. His practice has focused on serving municipal clients in a variety of areas including labor and employment matters, administrative appeals, land use and zoning, wireless leases, workers’ compensation, economic development, public records, local home-rule, criminal prosecution, and constitutional and statutory provisions, including 42 U.S.C. 1983 liability. Prior to joining Frost Brown Todd, Thad began his career as in-house assistant city attorney for the City of Upper Arlington, Ohio. This experience working within the municipal government gives Thad unique insight to the needs of municipal and other government entities. Thad also has experience in state and federal government, having interned in the legislative relations office of the Auditor of State and in the Washington, DC office of U.S. Representative David L. Hobson (OH-Ret.)

Representative Matters

  • City of Upper Arlington v. Cameron, et al., Franklin County Court of Common Pleas No. 14CV-4639: quiet title and declaratory judgment action resulting in summary judgment for City allowing it to sell unused right-of-way.
  • City of Upper Arlington v. Simpson, et al., Franklin County Municipal Court No. 2013 EVE 60023: foreclosure action on contempt judgment following property owners’ failure to comply with injunction to abate property maintenance code violations; forced sale resulted in $45,000 payment to City as well as payments to the State, County, and Federal governments for unpaid taxes and assessments.
