Gene practices in the firm's litigation department. He devotes a significant amount of his time to cyber security counseling and defending insurers in matters relating to first and third-party claims, including a variety of liability, indemnity, health, maritime, and contractual claims.


Gene is a Rear Admiral in the Navy Reserve, and draws on his recent experiences while recalled to active duty. He served as Deputy Commander of U.S. 10th Fleet and Fleet Cyber Command, where he augmented his work Cyber security and Admiralty issues, and as Commanding Officer of the Office of Naval Intelligence and Director of the National Maritime Intelligence Integration Office. He has led or assisted in responses to dozens of cybersecurity incidents in direct support of U.S. Cyber Command, U.S. Navy, and other agencies. He represents clients regarding cyber security and maritime issues, insurance and business claims, and issues relating to cargo and barges.


Gene also handles employee benefit litigation, primarily ERISA matters for health and welfare benefits plans and subrogation issues. These include claims relating to denial of benefits for medical treatment and disability benefits.


Additionally, Gene has been featured as a guest speaker at several significant cybersecurity events with industry, military and political leaders, including several senators and congressmen.

  • Cyber Security counseling relating to governance, risk, threats, mitigation, remediation, and incident response
  • Defense of companies and self-insured entities in ERISA litigation
  • Admiralty and Maritime law litigation and contractual issues
  • Prosecution of declaratory judgment actions, including coverage disputes
  • Prosecution of subrogation and reimbursement claims
  • Defense of claims arising under the Jones Act, 46 U.S.C. § 688
